You can use them to get to the ruins quite easily, but keep in mind, taxis hang around hotels and main bus terminus. Some will charge less than 100 pesos to ride from popular hotels to the ruins. Alternatively, you can use a bus (Tiburon) run by the taxi union.
Some hotels will also offer bike rentals and tours to the beaches. If driving or renting the car is not a viable option, you can walk. Depending on where your hotel is located, you can walk to the Tulum ruins, restaurants, bars, and beaches – but it could be a long stroll. Biking will make it a lot faster.
